Introduction


     The National Head Start Bureau, in its efforts to assist local grantees in implementing the Head Start home-based program option, has developed an information packet that includes a videotape for home visitors. This User's Guide accompanies the videotape, A Partnership with Parents.
     A Partnership with Parents explains and clarifies the role of the home visitor in Head Start. It depicts the elements of the home-based program option that are most important to home visitors: establishing and maintaining partnerships with families, using the home as a learning environment, planning and conducting individualized home visits, leading group socialization activities with families, and engaging parents in assessing program activities. The video shows how services to children and families in this program option meet the Head Start Program Performance Standards. A Partnership with Parents can be used in a variety of ways. It can be used individually to:      The Head Start Bureau developed this User's Guide to promote effective use of the videotape by home visitors. The Guide provides an overview of the videotape and detailed information regarding the presented concepts. Part A is for home visitors and others who view the videotape individually. Part B can be used as a guide for trainers who present the videotape as part of a group training session. Fact sheets are included as a supplement for viewers. The fact sheets should be photo-copied for use by individual viewers or for handouts at group training sessions.
     It is recommended that the home-based program option orientation videotape, Head Start at Home , be viewed prior to A Partnership with Parents.
