KCMC Child Development Corporation
KCMC Child Development Corporation, Head Start grantee in Kansas City, MO, launched the Head Start Community Partnership Program, commonly called Full Start, in 1993. (See related article14.) Full Start is a partnership between KCMC and neighborhood child care centers that uses Federal dollars to leverage State, local, and private funding streams to create a seamless system of services. This system maximizes the impact of Federal dollars in neighborhoods that lack access to quality services.
The mission of Full Start is to enhance the quality of life for all children by providing comprehensive services to low-and moderate-income children and their families. The four goals of Full Start are:
- To deliver comprehensive Head Start services in new and innovative ways to greater numbers of children and families.
- To expand cooperative linkages among Head Start and public and private policy making and funding entities.
- To create new partnerships with Head Start and child care providers to improve the quality of early child care and education for all
young children, regardless of their Head Start eligibility.
- To enhance the child care infrastructure by improving child care facilities and environments, expanding staff development opportunities,
and increasing wages and benefits for child care workers.
