Each Monday evening (8:00 p.m. – 9:00 p.m.) I will be available for a conference call for any student who has questions about assignments.
Purpose of Course
The purpose of this course is to prepare Head Start staff with a key overview of key areas in human resource management. In this course you will learn the functions of human resource management, laws relating to human resource management, and how to work with a diverse group of individuals.
- To promote an understanding of the major principles underlying human resource management
- To differentiate between the functions of human resource managers in early childhood education programs
- To prepare early childhood educators to effectively use an array of best practices with diverse professionals in a human service setting.
Prerequisites: EC205-Budgeting and Fiscal Management in Early Childhood Education
Credits: 4 COURSE DESCRIPTION:
- The course is designed to provide Head Start and Early Head Start staff currently employed in a Head Start program with an overview of key areas in human resource management.
- Materials include 15 chapters that correspond to the six functional areas, responsibilities, and associated knowledge as defined by the Human Resource Certification Institute.
- This course focuses on Human Resource Management, and the utilization of individuals to achieve organizational objectives. Consequently, all managers at every level must concern themselves with human resource management.
- Today's human resource problems and opportunities are enormous and appear to be expanding.
- Individuals dealing with human resource matters face a multitude of challenges, ranging from a constantly changing workforce to ever-present government regulations and a major technological revolution.
- People who are engaged in the management of human resources develop and work through an integrated system.
- The five functional areas associated with effective human resource management are: staffing, human resource development, compensation and benefits, safety and health, and employee and labor relations.
- These functional areas mirror an effective human resource management system in any corporation or Head Start program.

- Define ethics and understand the model of ethics.
- Explain the attempts at legislating ethics.
- Understand the importance of a code of ethics and describe human resource ethics.
- Describe diversity and diversity management.
- Explain the various components of the present diverse workforce.
- Identify the major laws affecting equal employment opportunity.
- Identify some of the major Supreme Court decisions that have had an impact on equal employment opportunity.
- Describe the Equal Employment Opportunity Commission.
- Explain the purpose of the Uniform Guidelines on Employee Selection Procedures.
- Define compensation and describe the various forms of compensation.
- Define financial equity and explain the concept of equity in direct financial compensation.
- Identify the determinants of direct financial compensation.
- Describe the organization as a determinant of direct financial compensation.
- Describe the labor market as a determinant of direct financial compensation.
- Define performance appraisal and identify the uses of performance appraisal.
- Discuss the performance appraisal environmental factors.
- Describe the performance appraisal process.
- Identify the various performance criteria (standards) that can be established.
- Identify who may be responsible for performance appraisal and the performance period.

Late assignments will not be accepted, unless you have a documented reason.Final Project (Due date: End of course- 15th week of class)
Your final assignment will be to develop a PPT on a particular human resource management issue you would like to explore further. In other words, you will design a PPT presentation. You will further explore this topic beyond your textbook. You will include a review of the literature on the topic. Choose three professional journals to review, two books on the topic, and you may include an interview with a human resource professional about the topic.

Each learning module will be graded no later than the next week after it’s received, and if you complete the assignments in their entirety and by the assigned time, you will earn the assigned points.

About the Virtual College
The Virtual College is an Internet based program utilizing computer technology to create an interactive environment for and among students and faculty. It provides the convenience of online delivery of instruction that allows students to study from their own locations and on their own schedules.
Students may complete individual courses or complete an Associate of Arts degree in Early Childhood Education or Business Administration. Course work may include weekly online discussions, readings, and individual and group assignments. As in face-to-face courses, instructors require students to demonstrate mastery of subject area through exams, course projects, and research papers.
Registration, financial aid, textbook ordering and advisement are completed online. There is a student services advocate who acts as liaison between students and faculty when needed.
